With the development of science and technology in recent years,cyberspace is constantly infiltrating into traditional diplomacy,which gives birth to a new diplomatic form-cyber diplomacy.The emergence of cyber diplomacy makes traditionaldiplomacy become transparent and open.The main participants of cyber diplomacy are no longer confined to the traditional diplomatic officials or government leaders,but the individual behavior of cyberspace,state actor as well as all kinds of non-state actors actors are involved into the cyber diplomacy activities consciously or unconsciously.Therefore,in order to achieve the goal of major power diplomacy with Chinese characteristics,which set out by president Xi Jinping,we should attach great importance to cyber diplomacy.Generally speaking,we can divide the participants of cyber diplomacy into three kinds: state actor,enterprise actor(non-state organization actor)and individual actor.According to different actors in cyber diplomacy,which undergo various cyber-diplomatic activities,cyber diplomacy can be subdivided into cyber public diplomacy,cyber technology diplomacy and cyber governance diplomacy.Through the study and analysis to the cyber diplomatic activity of Obama administration,we can draw lessons to develop China's cyber diplomacy policy with our own advantages.The main body of cyber public diplomacy is mainly individual actor,who can affect target country people to make diplomatic goal come true,in support of other two cyber diplomacy types.Cyber technology enterprises play an effective role in cyber technology diplomacy.The multinational cyber corporation can influence the cyber technology industry through technology control,cooperation and interaction with foreign enterprises,making the country policy or the public attitude take a shift.Cyber governance diplomacy is mainly about the governing power struggle between the state actors,whose targets can be key network technology or cyberspace infrastructure,influencing the real world.All three kinds of cyber diplomacy act upon each other to achieve country's objective.Since the Obama administration took office,the United States has been taking “E-diplomacy” as his overall cyber diplomacy strategy,with the cooperation of Google alike Internet companies.The united states is enlarging its influence through cyber diplomacy,such as the concession of ICANN supervision power,which is the skills of retreating in order to advance in cyberspace governance.All of these bring a great challenge to our country.The evolving cyber diplomacy of the U.S.challenges us,as well as impels us to change the idea of cyber diplomacy development,set up relevant strategy plan,perfect China's cyber diplomacy operating mechanism,improve China technical ability,and make in-depth use of our culture at the same time,in order to develop major country cyber diplomacy with Chinese characteristics.
