Research On Legal System Regulation Of Xi'an Public Sports Service Provision

Public sports service is an important part of the national basic public service,but also one of the national sports development strategy.In accordance with the overall requirements of the country by 2020,governments at all levels should be built to cover urban and rural areas,the function of the public fitness of public service system to meet different groups,different age and diverse sports fitness needs,so that the national fitness in promoting healthy living,Social and economic development and so on to play a more active role.Xi'an public sports service development is also closely followed by the state to actively promote and fitness facilities in the construction and personnel training has achieved remarkable results.However,the development of public sports services in Xi'an and the state's legal documents require the implementation of the phenomenon is not in place,compared with other cities there is a big gap,there are some more puzzled in theory,practice can not avoid,and it must face Major legal issues,such as the way in which the government purchases services,the fiscal responsibility and the realization of the equalization of public sports services,are still pale,on the one hand and the local government's own governance capacity,more important is the implementation of laws and regulations and Significant measures in the protection of the legal environment.This paper attempts to further explore the related issues of public sports service supply in Xi'an from the perspective of legal regulation,with a view to some suggestions on the rational level of Xi'an local government from the rational level.This paper studies the legal regulation of public sports service supply in Xi'an by means of literature,field investigation and expert interview,logical analysis and comparative law.It mainly analyzes from five aspects: First,the public service,public sports service,The relationship between the supply of public sports service,the legal and policy environment and so on;secondly,analyzes the status of public sports service supply in Xi'an;thirdly analyzes the legal status of public sports service supply in Xi'an;This paper puts forward two legal perplexities that affect the supply of public sports service in Xi'an.Fifthly,it puts forward the idea of solving the legal system of public sports service supply in Xi'an.Conclusions are as follows:The government sports department should mainly carry out the implementation of the national policy and laws,and study the development of the sports public service supply in the city of Xi'an.Legal system and standardize the legal procedures,effectively promote the diversification of public sports service supply and market-oriented,the government functions to effectively change the law to strengthen the management of public sports services and provide services up.Second,there are still some problems in the legal environment in the supply of public sports service in Xi'an,such as the low degree of legalization of institutionalization,the ambiguity of the responsibility of public sports service project,the unbalanced contract application and the imperfect legal system.Based on these problems,but also faced with selective law enforcement and administrative monopoly of the two legal confusion,a direct impact on the effective supply of public sports services in Xi'an.Third,Xi'an public sports service supply needs legal regulation,but should be closely integrated with the new development needs of Xi'an,fitness facilities,fitness organizations,fitness guidance,sports activities,sports advice and other aspects of the actual situation,for effective legal system of the construction,while paying attention to the construction of public legal services in Xi'an to achieve docking.
