Research On Political Participation Of Local Democratic Party Organizations

As a basic political system and political party system of China,the multi-party cooperation and political consultation system under the leadership of Chinese Communist Party is a great pioneering socialist political system with Chinese characteristics.The ability of non-Communist parties to play the participating role is significant and meaningful for the construction of the socialist political system with Chinese characteristics profound.Therefore,as the fundamental carrier of the non-Communist parties,the local organizations not only linked with a wide range of the members,but also affect the whole play partisan politics function to some extent.In February 2005,Opinions of the CPC Central Committee on Further Strengthening The Construction of The Multi-party Cooperation and Political Consultation System under The Leadership of Chinese Communist Party was promulgated.It further clarified the future of the the multi-party cooperation system and proposed a higher request for non-Communist parties to perform their functions on political participation.These documents laid a good foundation and carved out a development space for the political participation of non-Communist parties.However,there is still a gap between the actual effect of the political participation currently and its mission.To better play the role,it's important to improve the ability of political participation.In this paper,based on the example of Quanzhou Municipal Committee of Chinese Peasants and Workers Democratic Party,with plenty of first-hand information and practice,and combined with the experience of other non-Communist parties,the problems existed in the way and of the practice of partisan politics function for the non-Communist parties are analyzed.Focusing on the the local organizations of the non-Communist parties,the field of research on the partisan politics is expanded.Therefore,multi-angle proposals are promoted,from perspective of the environment,the talent team construction,the working and encouraging mechanism and the innovative ways in State affairs.
