Research On International Responsibility System Of Transboundary Environmental Damage

Transboundary environmental damage occurs frequently,this issues become an international problem.Legislation in the face of domestic environmental protection problems,countries can be adjusted,but once the environmental damage across the world to spread to neighbouring or spread to the farther without border states,if we want to try to adjust it by international legislation,it becomes more difficult,eventually more can only be amicably settled through negotiation between the two sides,the international judicial successful cases are rare.But the solution to the problem,the judicial approach is still essential.The international community has also been working hard and achieved tangible results in this direction.At present,the international society of solutions including country national responsibility for its illegal behavior and not prohibited by international law for its dangerous activity international compensation responsibility and the operators for the implementation of dangerous activities shall bear civil liability to pay compensation.Due to the consequences of transboundary environmental damage are often significant,and most of the acts that cause damage are not prohibited by international law,after the damage is to through the international litigation shall be investigated for responsibility of the country,difficult to achieve,and injustice,more conducive to protect the personal property safety,restore the damaged environment.So,urgent need to improve the international environmental liability system,give priority to with operators civil liability to pay compensation,and international liability to pay compensation mode,is the most effective solution.
