Pre-sale permit refers to the real estate administrative departments in accordance with relevant laws and regulations,according to the pre-sale Party(real estate development enterprises)application,after reviewing the law and permit them to obtain pre-sale permit commercial housing pre-sale,a system of supervision and the sale of real estate development enterprises carried out.Commercial housing pre-sale permit system in the real estate industry to speed up the speed of turnover,improve the efficiency of the use of funds,reduce development costs and other aspects has played an important role.But because the system itself has some defects which lead to the buyer,in the purchase of pre-sale housing is not submitted on time,such as facing the housing quality standards,"the unfinished building" and other uncertain factors,serious damage to the interests of the buyers.Based on the research of the related theory of commercial housing pre-sale licensing system,learn the advanced experience of other countries and regions in the commercial housing pre-sale permit system,a comprehensive analysis of the existence of the pre-sale permit system in China's commercial housing problems,proposed consummates our country commercial housing pre-sale permit system of the proposal,which is beneficial to the healthy development of China's real estate the pre-sale market.This paper is divided into four parts:Part one: preface.At the beginning of this paper,the author mainly introduces the research significance,domestic and foreign research status,the main research methods and so on.This part of the paper plays a leading role.The second part: an overview of the pre-sale permit system for commercial housing.The main concept of the pre-sale permit commercial housing pre-sale permit system and the abolition of the dispute is described,from the administrative permission set that the commercial housing pre-sale permit system is necessary,further introduces the condition and process of pre-sale of commercial housing permits,lay the theoretical foundation for this paper.The third part: the analysis of the status quo of China in my current pre-sale licensing system in China's commercial housing problems,including imperfect laws and regulations,market access and exit mechanism is not perfect,pre-sale financial supervision system is not perfect,the information disclosure system is not perfect,the government regulation is not in place and the lack of risk sharing mechanism.The fourth part: on the basis of the former three chapters,this part puts forward the suggestion of perfecting the system of the pre-sale permit of commercial housing in our country.Mainly from the establishment of laws and regulations,improve market access and exit mechanism,reasonable and effective to improve the pre-sale financial regulatory system,improve the risk guarantee fund and other aspects of the information disclosure system,strengthen the supervision of government departments and the establishment of commercial housing pre-sale permit put forward detailed proposals,hoping to be helpful to the actual work,the pre-sale permit the system of commercial housing to better adapt to the rapid development of China's economy and the real estate industry.
