Research On Urban Management Of Implementing The Relative Concentration Of Administrative Punishment System In H City Z District

The system of relatively centralized administrative penalty power was put forward under the background of the promulgation and implementation of the administrative punishment law of the People's Republic of China in 1996.This system has been widely used in the field of urban management in order to solve the problems such as the enforcement of administrative law,the overlapping of duties,the repeated punishment,the nuisance of law enforcement,the expansion of administrative organs and the low administrative efficiency.For the 20 years of the implementation of the system,he city administrative law enforcement organs have made significant progress in the process of law enforcement of administrative law enforcement mechanism,promoting administration according to the law,improving the overall quality of law enforcement personnel and the construction of the government under the rule of law.But there are also much negative news,such as violence and violence against law enforcement,law enforcement and other new cross.At the same time,there are many problems in the urban management law enforcement departments because of the lack of experience and reference.This thesis put the field of urban management of implementing the relative concentration of administrative punishment system in H city Z district(referred to as Z)of Guangdong province as the object of study.Through the research methods of literature,case analysis and interview,following the questions and research ideas to analyze and solve the problems of the three steps,it helps to analyze the basic situation of the implementation of this system in Z.The main content of this paper includes five parts: the first part is introduction.The second part summarizes the connotation,development process and achievements of the relative centralized administrative punishment power system.The third part describes the background of the implementation of the relative concentration of administrative punishment system the basic situation and the specific law enforcement effect in the Z area.The fourth part is based on the problems in the implementation of existing administrative punishment system,to observe and analyze the problems of implementation process in the system of Z,such as the unclear legal basis,not perfect law enforcement procedure,the unreasonable function configuration,the ineffective joint law enforcement,the uneven law enforcement personnel quality as well as the phenomena of the violence against the law and the low enforcement efficiency by the multi-department management.The fifth part combines with development and the actual administrative enforcement in Z,puts forward six countermeasures,one is to improve the legal system of relatively centralized administrative penalty power,the second is to change the concept of administrative law enforcement,the third is to promote the reform of the law enforcement system,the fourth is the establishment of a joint law enforcement mode,and the fifth is to improve the quality of law enforcement personnel,and the last one is to perfect the city management administrative law enforcement supervision mechanism so as to solve the problems of the administrative law enforcement of city management,formulate relevant policies and measures of the Z to provide a reference point.
