On October 10 th,2016,it is clarified in the conference of National Social Security Comprehensive Management that the government,market and society all play different roles in modern society,and the government itself cannot adapt to a new situation in which people have various demands for public service and social issues become more complex.In order to realize the complementary advantages and social stability,responsibility division and benign interaction are essential.A famous American scholar Alan Coffey has pointed out that massive public participation in crime prevention is not only necessary,but also indispensable.To a large extent,whether the system of criminal justice can deal with illegal crime successfully or not depends on citizen participation in the action.Therefore,in the constructing process of threedimensional public security prevention and control system,we must make sure that people can see public security force clearly,so that social security standardization can be improved constantly and play its roles.China is in the key period of social transformation.Drastic changes in social order and interlaced interests contradiction profoundly influence the mechanism of social prevention and control,even serious disorder appeared.Since the 21 st century,the modernization construction of our country has entered a new stage,in which economic development level has been rapidly improved,citizens’ material and cultural life have been dramatically enriched.Meanwhile,social life has increasingly become complicated,the prevention and control of social security can’t meet the demand of social safety.The way to improve the level of public security,to fully arouse the enthusiasm of public security forces for the purpose of making them altogether involved in the three-dimensional public security prevention and control,to realize the social stability and security,is becoming an important research topic.The author starts from the related concepts of the three-dimensional crime prevention and control system,analyzes the basic characteristics of the three-dimensional crime prevention and control system as well as the effect of the current social security forces in the operation,defines the specific categories of the social security forces,puts forward the social basis of our social security forces Integration,in addition,learns from the relevant academic theory,combined with the advanced experience of United Kingdom,Japan,Australia on the integration of social security forces,provides the foundation of our own.Finally,the author analyzes the causes of the social security forces integration,and puts forward specific pathways from the perspective of the leadership system,the composition of forces,the prevention and control mechanism,the propaganda and the specific mechanism,which are aimed at the problems in social security forces,such as the scattered power,the operation and the effect is not obvious.
