Empirical Study On The Institutional Setup Of Integrated Public Security Intelligence Department Under The Trend Of Super Ministry Reform

With the development of information technology and the further development of intelligence-led policing,the comprehensive intelligence work of public security can not meet the needs of current policing.In order to seek development,the Public Security Department of general intelligence has constantly adjusted and improved itself,studying in theories about its system,function,operation mode and management mechanism for reform.Under the transformation of functions in government departments to improve efficiency,there is a strong need for system reform to combine the departments in public security organs.Under this background,the author carries out an empirical analysis on the attribution of 31 Provincial Public Security Departments of general intelligence('attribution' here refers to the organization)through the method of literature research,questionnaire and interview.The author explores the problems and reasons in comprehensive intelligence department setting,function orientation and core business in current public security organs,from the perspective of actual intelligence application,and propose suggestions for the reform of the intelligence department,namely the construction of a unified national integrated Police Intelligence Department,to solve the current dilemma in the development of the comprehensive intelligence work in public security organs.The integrated Police Intelligence Department is a professional intelligence department,which integrates departments of intelligence,technology detection,network security,science and technology and other departments,with vertical and horizontal interconnection,new mechanisms,clear and comprehensive function,and clear business.According to the empirical investigation,combined with the author's many years of public security comprehensive intelligence work experience,this paper briefly expounds the basis,difficulties and countermeasures to build the integrated Public Security Intelligence Department,and the scope of integration,organization specification,consisted elements and operation mode etc..And analyses the architecture of integrated public security intelligence system from four aspects as functional positioning,core business,organizational structure and management mechanism.The integrated Police Intelligence Department is based on the strategy to safeguard national security,which could crack the barriers impeding the development of public security intelligence work,break the information barriers between departments,possess large amounts of data resources,with a professional intelligence analysis means,clear function positioning,clear core business scope and perfect mechanism system.It can play the role of the information service center,to better serve the overall situation and actual combat from the aspects of organization guarantee,fund safeguard,technical support and the talent construction etc.
