The voice behavior of employees is drawn more and more attention by human resource managers,Organizational climate is also one of the focuses and hotspots of organizational context research.But the study of the voice behavior and the Organizational climate focused on the enterprise,rarely involved in the public sector.This paper explores the relationship of the Organizational climate between the voice behavior and the motivations of achievement in the public sector.This paper validates the impact of dimensions of organizational climate on each dimension of voice behavior.Moreover,it validates the intermediary effect of achievement motivation on the impact of organizational climate on voice behavior.This research uses literature analysis and exploratory factor analysis to get the scales of organizational climate,voice behavior and achievement motivation.Through online questionnaire and paper questionnaire,this research collected 319 valid questionnaires.SPSS software was used to describe the analysis,correlation analysis,variance analysis,independent T test and regression analysis,using a variety of analytical methods to verify the hypothesis,the results of demonstration and analysis.Through factor analysis,there are four dimensions of organizational climate scale:(1)Management style,interpersonal relationship,work reward,work structure.There are two dimensions of voice behavior scale: promotive voice behavior and prohibitive voice behavior.There are two dimensions of achievement motivation scale:pursue success and avoid failure.(2)Results show that demographic variables—including sex,age,educational background,length of service,position have a significant have a partial impact on organizational climate?achievement motivation and voice behavior.(3)There is a positive causal relationship between organizationalclimate and voice behavior.Moreover,the dimension of work reward,work structure most in the positive causal impact of voice behavior.Interpersonal relationship and promotive suggestion show a positive causality,on the contrary,with depressive suggestion,negative.There is no significant causality between the management style and the voice behavior.(4)Results also indicate the partial mediating effect of achievement motivation.
