In today's China is in a constant state of evolution,social contradictions have become complicated,countries and people are eager to stable social order.The main function of traditional punishment is to punish crime,but based on the existing social needs,it is more urgent to realize the function of criminal prevention of penalty.China's criminal law stipulates some security measures,such as the penitentiary,forbidden,compulsory compulsory treatment,but unrelated,no integration,is not conducive to crime prevention function.The function of the security measures system is for crime prevention,by the criminal correction,education and influence,and avoid making to prevent crime.Therefore,China should build system of security measures,as a supplementary punishment,penalty and security measures in the criminal law system to realize the unification.This topic of the first part is the study of security measure system.From the basic content of security system,to the historical evolution,finally analyzes its present situation.The second part is for the reference to the overseas countries and regions security measures system,from Germany,Italy,Japan and our country Taiwan area,and then analyze their advanced experience.The third part introduces the existing security measures and the necessity and feasibility of setting up security measure system.The fourth part is to establish security measures system in our country's vision of a specific content.From the security measure system with a system of dual disputes,to build the concrete design of security system in China.
