Research On The Factors Influencing The Executive Ability Of Grassroots Governments

This paper aims to find out the key factors affecting the execution of the grass-roots government,based on a large number of relevant literature,the research object and related literature,mainly based on the indicator system of Meter & Horn model,with reference variables from the classic policy enforcement model such as the Smith policy implementation process model,the Edwards policy execution model and the Mazmanian and Sabatier policy implementation comprehensive model,Taking our country's actual situation into consideration,such as our country basic unit government policy execution mode,which is basically a top-down,more emphasis on laws and regulations,the government authority and dual leadership of the party and the government,constructs a model that affects the execution of grassroots government and puts forward five hypotheses:(1)The clear degree of policy objectives and standards is positively correlated with policy execution.(2)The adequacy of policy resources is positively correlated with policy implementation.(3)There is a positive correlation between the execution mode and executive power of the strata government.(4)There is a positive correlation between executor attribute and executive power of strata government.(5)There is a positive correlation between the system environment and the execution level of the government.Through the questionnaire issuance and recovery data collection,with the help of SPASS20.0 statistical tools,the proposed hypothesis descriptive statistics,correlation analysis and regression analysis,based on which to test the hypothesis,and ultimately come to policy objectives and standards,Policy resources,implementation methods,performer attributes and system environment all have a positive correlation between the executive ability of grassroots government,that is,verify the five hypotheses proposed in this paper.Finally,based on the analysis and conclusion of the conclusion,this paper puts forward some enlightments on how the grass-roots government can improve the implementation of the policy:(1)Strengthen the executor attribute construction to promote the execution of the grassroots government.(2)Fully develop and utilize policy resources to meet the needs of policy implementation.(3)Establish good communication and coordination mechanisms to ensure effective implementation of policies.(4)Build a good policy implementation environment to guarantee the implementation of the government.
