Research On The Restrictive Factors And Countermeasures Of County Government Administration According To Law

At present,there are four levels of local government level in China,namely,provinces,cities,counties and townships(towns).As a grass-roots government,county-level governments are the direct current of the government's administrative work in accordance with the law.To build socialism country under the rule of law in China's big policy can smooth implementation,directly deciding factor is the government administration according to law.With the continuing advance of our policy,the county and the administration and their executive agencies have been able to improve their consciousness and level of the law,and have made some wonderful achievements.However,because of some subjective and objective reasons,this work is still difficult in practice,such as the current administrative system,the lack of government functions,the lack of adequate legal supervision and so on.Based on the rule of law government theory,limited government theory and service-oriented government theory,this paper takes comparative analysis method and in-depth interview method as the research method,takes J county government as the research objectand,studies the restricting factors and countermeasures of county government's administration according to law through consulting a large amount of literature.Through the study on the current status of the J county administration according to law,existing problems and restricting factors were analyzed and summarized in this paper.Such as imperfect administrative mechanism,unsound legal administration,low quality of executive officer,imperfect supervision system,bad influences of traditional backward concepts.Specifically for unprogrammed and illegal behaviors,inconsistent departmental duties.To improve the executive level of the J county through with increasing government management,improving external environment,further promoting the reform of the administrative system,strengthening executive enforcement and supervision mechanism,strengthing law enforcement personnel management level,establishing evaluation mechanism.From the study of J county government's promotion of administrative ability in accordance with law,the points and faces of the government should be able to provide some reference to the administrative work of county-level government in China,and make contribution to the construction of the rule of law government in our country.
