Study On The Reform Of Administrative Examination And Approval Of Construction Projects In Tianjin

The development of economy can not be separated from the guarantee of infrastructure.Moreover,in China's construction projects,the construction of infrastructure is the priority among priorities.However,corruption cases which occur during the construction of these infrastructure projects is relatively large both in number and scale.By tracing down from the system origin,the reasons why this phenomenon appears are that there are too many loopholes in the administrative approval system of construction projects.After a long-period development and improvement,the approval system of construction projects in Tianjin city has made considerable progress,but there still exists problems.The Construction Department of Tianjin should formulate relevant development plans for the efficient,scientific and reasonable administrative approval of construction projects,and ensure the direction of the progress in the macro field.This paper analyzes the existing problems in the administrative approval of construction projects in Tianjin based on public choice theory,government function theory and benefit principle of public goods theory through questionnaires,finding that the authority of existing administrative examination and approval is not clear,the supervision system is not perfect,part of the work is miscellaneous,administrative approval process is not standardized,the links between departments are not coordinated and so on.Then this paper analyzes the reasons for the formation of these problems thoroughly.Finally,this paper gives corresponding reasonable and scientific reform countermeasures.This paper puts forward relevant suggestions on the ways,links,authority and operation system of the approval system of construction projects,including the clear division of responsibilities,the strengthening of the supervision system,the simplification of the examination and approval work,the achievement of the implementation of process re engineering and the optimization of links so as to realize the efficient,scientific and reasonable administrative approval system of construction projects.
