The Survey Of The Multi-subject Delicacy Govermance

The report of the Fifth Plenary Session of the 18 th CPC Central Committee made it clear that it should "promote the Delicacy Governance",which can improve the government's governance ability,and actively guide the non-governmental organizations,citizens and other diverse entities involved.If the Delicacy Governance can be well promoted,the "last mile" problem of citizens will be effectively solved.But under the effect of the traditional administrative culture,the poor governance ability and the mechanism construction absence are fully exposed.At the same time,non-governmental organizations are lack of mechanism constructions.Besides,citizens also need for improvement of ability and participation in enthusiasm.All the circumstances above lead to the poor status of the Delicacy Governance.Therefore,the government needs to get rid of the old concept of administrative culture,establish a scientific evaluation mechanism of the Delicacy Governance,improve the supervision and multi-subject legislation;non-governmental organizations need to be strengthened self-governance capacity;citizens also need to improve social awareness and enthusiasm to enhance participation in governance capacity.
