Civil servants as the executive power of the national administrative power to the maximum extent to fulfill the duties conferred by laws and regulations,Maximize the value of their own,fully demonstrate their strength,to improve the effectiveness of government plays a vital role.And how to make full use of their own civil servants wisdom,how to explore the great potential of civil servants themselves,In order to achieve the goal of better serving the people,these are inseparable from the appropriate incentives for civil servants.Therefore,the incentive mechanism of civil servants naturally become an indispensable system of the civil service management system,how to drive civil servants consciously improve work enthusiasm,play an important role in the achievement of organizational goals.This paper mainly uses the methods of literature research,comparative study and empirical research.Firstly,by reading references,which mainly introduces the incentive mechanism of civil servant incentive mechanism in western developed countries and China's civil works,various journals and doctoral and master's thesis to grasp now the academic researches on the current situation of the problem.Secondly,comparing the incentive mechanism of civil servants in developed countries and China's civil servants incentive mechanism,compares the incentive mechanism status before the promulgation of the incentive mechanism of civil servant of our country and the "civil law",focus on the analysis of the current situation of incentive mechanism of civil servant of our country and the existence of some of the drawbacks.Finally,through telephone interviews and live conversation with some grass-roots civil servants to communicate,to understand their actual work processes and the incentive effect.It also applies to the Haidian District human resources and Social Security Bureau and the Ministry of human resources and social security for the government information related to the paper.In this paper,based on the actual situation in China's civil service incentive mechanism,analyzes the current shortcomings of China's civil service incentive mechanism on the existing problems and shortcomings,to sort out the incentive mechanism of developed countries,and summarizes its successful practice.Finally,combined with the actual situation of our country,the paper puts forward the countermeasures and suggestions to improve and optimize the incentive mechanism of civil servants in china.The innovation of this paper lies in the evaluation system as an important aspect of China's civil service incentive mechanism to discuss,put forward new requirements for some assessment and new methods,and the appraisal results and performance linked wages and job promotion.
