Community is a basic organization about undertaking governmental public administration and service.The level of the community administration is directly related to citizens' happiness index.And as the community workers are the main participants of the community work,their overall quality and professional level are the key to meet the needs of community development and promote a harmonious society.Community construction and management in China started late,the original urban community construction is mainly done by sub-district office and community residents' committees,the content of community service is single and the Community Workers' level is low.As China's economy and political structure in-depth development,urban community building and management work progresses step by step,which put forward a higher requirements for contingent of professional to community workers.And at the same time,construction of the urban social workers needs relevant government departments to promote from the system level actively,with long-term vision.This paper which uses the methods of interview record,Sampling questionnaire and literature retrieval,makes a research about the community workers' recent government in the downtown of Yi Yang.The research shows that although it made some progress in some ways,and the ability to service at the grassroots level is also improved,these problems such as the unsuitable staff composition,the low average quality and too much work pressure still limit the power of the community workers.As for this,the writer analyze its causes,the unreasonable personnel employment,unsuitable enthusiasm mechanics and the illogical performance evaluation in community work.The main reasons of these problems are that deviation of conception of the regulators,the low overall quality of the community workers and the improper management system.At the same time,the writer also makes a comparative analysis of management experience in Britain and the United States as well as combining with the Shanghai and Tianjin two cities in the community and talent management to explore and experience for reference.At last,this paper then gives five pieces of advice,that is,improving the staff government structure,making a standard rules system,attending more relevant training,strengthening the stimulate system and implement effective supervision.It is hoped that this paper will have some realistic guiding meaning to the community workers' government in Yi Yang and to the similar cities in the whole country.
