The Role Of Environmental NGOs Of China And The Strategy Research In Environmental Governance

"Market failure" and "Government failure" in the field of environmental governance and increasingly serious environmental crisis directly promoted the emergence and development of environmental NGOs.Today,environmental NGOs in China,with its own innovation advantages of organization mechanism,become the one of the important body in the public governance of our country's environment,and play a more and more important role.However,Environmental NGOs of China is in the process of its rapid development,especially with china's transformation toward modern society now,which badly restricts its function in that its dna noitinifed elor development are facing lots of difficulties.Therefore,this paper focuses on the role of environmental NGOs.Starting from the theory of public governance,and taking "Friends of nature" as an example,the author analyzes its main environmental action in order to explore the role of environmental NGOs in environmental governance of our country presently.For example,in the interaction with the government,its role is duty supervisor,decision-making influencer and service partner;in the interaction with the enterprise,its role is behavior supervisor and project partner;and in interaction with the public,its role is public' mouthpiece,preacher and advocate.Then the author deeply analyzes five difficulties of its role-play,specific performances in:the role of supervisor is weak;decision-making influence is mainly in the later rather than in advance;cooperative level is relatively low;the role of preacher and advocate is too much attention in preach and too little in advocate;and the public' mouthpiece is also weak.Meanwhile,the author points out the three main reasons:the role is lack of legitimacy,independence and profession.In the end,the author puts forward three suggestions of its role improvement.One is to guarantee its legal status and legal rights;second is to strengthen its power foundation,economic foundation and civil foundation;three is to promote professional ability of its members and management.
