Case Study On Mass Organization Participating In Social Governance In Sichuan Since The ’’4·20’’ Lushan Earthquake

Innovating social management system,contacting and guiding social organizations,improving social governance,and innovating social governance methods are important tasks for mass organizations to play a role of bridge and link of social governance.Mass organization should actively participate in social management,form a chain and enhance the vitality of social development in order to build a significant channel connecting the party and the government.This is of great urgency given the context of the new era.In China,mass organizations are channels that connect the public with the Communist Party of China,and also indispensable forces of social governance.The active participation of mass organizations is urgently required and an important opportunity for them to realize functional transformation.At present,mass organizations in China adapt to the new situation and explore actively,forming a positive momentum for development.However,problems still exist,such as the failure of service coverage to keep up with the social development,the failure of operating mechanism to keep up with people’s need and the failure of working methods to keep up with the developing situation.After the severe earthquake in Lushan on April 20~thh in 2013,the first social organization and voluntary service center were established by the government of Sichuan Province to fight against the earthquake.More than 700 social organizations and 18,000 volunteers went to the disaster area to offer help.By constructing an trans-boundary cooperative platform between government and society,mass organization in Sichuan innovated new governance methods to combine the efforts of the whole society based on the“Ya’an Model”.These approaches attracted the public attention to call for synergistic forces in social governance,forming a platform from the up to the bottom,from part to the overall system,from emergency to normal situation and from disaster areas to the whole region.This paper conducts a case study on mass organization participating in social governance in Sichuan since the“4·20”Lushan earthquake,in order to encourage mass organizations of all levels to innovate,and further straighten the operating mechanism.New public service theory,democratic participation theory,governance and synergistic governance theory and multi-center theory are adopted to analyze the innovative methods and the key factors of mass organization participating in social governance.This research would provide significant theoretical and practical support for other mass organizations in Sichuan or China to participate in social governance.
