Sub-district Office as the first-tier urban grass-roots management position,is not only the link between government and the people,and also shouldering public management functions conferred by government grass-roots organizations.Sub-district Office in the positioning functions as a system of government designed to not only a theoretical issue,but also a matter of practice.since the founding of the People's republic of China,with the rapid economic and social development,the functions of the sub-district office are also expanding,and it is unreasonable gradually exposed,brought a lot of practical problems and conflicts.In this paper,such a social background,through the sub-district office analysis of existing functions,the depth of its functions locate the problems,analyze the causes of,and in accordance with the principles of the reform and actively explore and propose a shift in the city countermeasures sub-district office functions recommendations.That is,by starting from the macro level to strengthen theoretical study;strengthen and improve sub-district office related laws and regulations;straighten out the relationship between the layers,change management concept;good functional transformation plan,the gradual weakening of unnecessary functions,strengthen the comprehensive service level;innovative sub-district office of community service,establishment of a "small organization,great service" system to promote sub-district office to better perform their duties. |
