With the rapid development of China's economy,Housing as a major livelihood issues become more prominent.In order to solve the housing problems of the shanty,and to improve people's living conditions,besides promote the healthy development of the real estate market,and maintain social harmony and stability,Chinese government carried out a large number of low-income housing construction.The huge construction projects demand for huge funds,because the government can only provide limited supply of funds,so the housing construction need for social financing to make up for the funding gap.In recent years,the government actively promote the construction of BT(build-transfer)financing model as the development model of government projects,which selected the building investors by the government and transfer to the government after the completion construction.Compared with the traditional contract construction mode,BT mode can alleviate the government's financial pressure.However,as a new way of financing,the application of the BT mode in affordable housing projects is not very mature,the actual operation is still in the exploratory stage,and need further research in the development mode of operation to perfection.In this paper,through the analysis of the key influencing factors of the BT model and the BT model of indemnificatory housing construction project,to find out all the problems of the investment guarantee housing project.Then,the investigation mode of BT security mainly risk of housing investment and the project influence degree through the questionnaire way,there will be the risk of establishment of three level matrix,and calculate the weight of each risk index,which determine the risk assessment index.In this paper,the measures to avoid risks are summarized,and the corresponding analysis basis is provided for the subsequent case analysis.Finally,this paper takes Tianjin XX new city affordable housing project as an example,analysing the main risk in the application.Otherwise,with the summary of new risk,to promote BT mode development in the construction of low-income housing in China.
