A Study On The Current Situation And Countermeasures Of Community Correction In TJ City

As a non custodial sentence,community correction is the development and perfection on the original form of penalty execution in our country and it reflects the concept and rule of law in modern civilized society.The implementation of community corrections is the inevitable demand of modernization construction in our country.However,as an imported concepet from abroad,it is still in its infancy stage in China.There are no ready-made models,and the actual implementation is restricted by many old ideas,institutions,interests and human factors and affects the healthy development of community correction.Breaking the puzzle,resolving the contradiction and exploring the community correction model in line with national conditions become our obligatory duty.This thesis taking TJ city as a sample and via thorough investigation tries to solve the previous problems.The thesis utilizes the correlation theory and scientific methodology of community correction,compares the different patterns and characteristics of community correction in different regions at home and abroad,expounds the background,purpose and significance of community correction research in accordance with relevant laws,and tries his best to review community corrections in a comprehensive and multi-angle way.The thesis upholds the theory and contacts with reality in researches,combines universality and particularity,tests theory with practice and other theories,invests and studies community correction work in TJ city for several months,and reviews fully the gains and losses of the community correction work in this city.Since the implementation of the experimental work of community correction in 2003,there have been some useful exploration in the field of the system construction,personnel training and infrastructure construction of community correction and some achievements.However,there are also some problems,which are mainly the shortage of professional talents,the concept of the rule of law lagging behind,the community correction mechanism is not perfect,the difficulties of material protection and other issues?On this basis,according to the specific circumstances of political,economic,cultural development level and community correction work in TJ city,the thesis puts forward some suggestions of promoting and perfecting community correction work,mainly are building a high-quality community correction team as soon as possible,strengthening the construction of community correction system,accurately grasping the orientation of community correction from the concept,protecting community correction from the material and so on.Through this thematic study,the thesis illustrates the methods to explore community correction model in line with national conditions,especially in line with the actual situation in TJ City,to play some reference role to further promote community correction work,and to play a leading role for the theoretical research and legislation of community correction in China.
