Research On Local Government Behavior In Regional Cooperation Between Provinces And Regions

The industry convergence and factor mobility between the various regions of the country has become more and more hourly in recent years,the cross-regional cooperation has become a new form of coordinated regional development.Overall arrangements have been made to strengthen the regional cooperation by the government,which to support various regions carry out first trial,actively explore the new routes and new ways to strengthen the regional cooperation,and strived to make breakthroughs in major field and key links.Guangdong-Guangxi Cooperation Special Pilot Area(hereinafter referred to as Pilot Area)is located in the provincial boundary area of two provinces(districts)of Guangdong and Guangxi Province,which is jointly built by Guangxi and Guangdong Provinces(districts).It is an important part of the Pearl River-Xijiang Economic Belt of the national regional Development Strategy,and it is the only experimental area across the East-West provincial basin cooperation in China.It has opened up a precedent for building cooperative parks in provincial border areas.Taking the pilot area as an example,studying the behavior law of the two governments in the cross-regional cooperation is beneficial to give full play to the government's macro-guidance function,improve the Government's administrative efficiency,supervision level and service ability,innovate and perfect the inter-governmental economic cooperation mechanism,and realize the optimal allocation of interregional resources,promote the coordinated development and development of the border areas between Guangdong and Guangxi province.The exploration of the pilot area will provide useful experience reference and practice for the provincial border-regions economic cooperation in other areas of the country.Based on the intergovernmental relations theory and synergistic governance theory,this article takes the Guangdong-Guangxi Special Pilot Area as an example to analyze the present cooperation situation and existing problems of the pilot area.And learning from the government behavior experience of domestic and foreign cooperation zone to put forward the the countermeasures and suggestions to construct the local government economic cooperation mechanism of Guangdong-Guangxi Cooperation Special Pilot Area from four aspects:interest coordination mechanism and incentive and restraint mechanism,policy guarantee,management operation mechanism and economic operational mechanism.
