Study On Family Foster Turning To Adoption Of Children With Mild Disability

Family foster is a beneficial attempt to child rearing patterns,it shows great advantage: The family foster care provides for disabled children a complete family,like other children returning to family life,getting rid of the orphans label,promoting mental health and development of children;family foster care provides favorable conditions for children with disabilities to get disability rehabilitation and recovery,especially for some mild disability in children aft erring the family fosterage to obtain basic rehabilitation;family foster care helps disabled children participate in family life,community life,school life,social life and so on,it is an important way to realize socialization.However,from the concept of child welfare and the best interests of the child's point of view,family foster is not the best way for children with disabilities,to foster children's permanent return home is the biggest and best welfare for them.Therefore,the Beijing Municipal Civil Affairs Bureau actively launched on the promotion of family foster children to adopt policies and taken concrete measures of economic subsidies,welfare and transfer services to encourage foster home to foster children with mild disabilities.Now,the family adoption policy has been implemented for nearly two years,in the end what it has played the effect of research? This paper adopts questionnaire analysis and interview method to analyze the effect and influence factors of the implementation of this policy,including the analysis of the adopt foster family situation and influence factors before new policy,to analyze the foster factors after the introduction of the policy,to analyze the policy barriers of the effect.The results show that the adoption of family foster care policy has a positive effect on improving the adoption rate of family foster care,at the same time,we found that there are many factors affecting the adoption of family foster care and adoption policy.The implementation of the policy impact factors includes economic factors,disabled children adult employment problems,marital problems,social prejudice on children with disabilities subsidy standard design concept,the lack of rationality and support services for disabled children,lack of professional social organization and social worker participation degree is low,the policy is not in place and other publicity.In view of the above problems,the author puts forward the corresponding suggestions and measures to improve the status of the implementation of the policy,to improve the rate of adoption of foster care for children with disabilities,and to make a modest contribution to the permanent return of disabled children.
