A Study On The Mechanism Of Third Party's Participation In Government Response In Network Public Events

At present,our country is in a period of social transition,all sorts of public affairs emerge in a concentrated manner,and evolve into internet public events under the catalysis of the Internet.In the face of the public opinion on internet public events,whether the government can effectively respond to internet public events is the key that affects the trend of events development.As far as the situation is concerned,the government of our country has some problems such as the weak ability of the main body to respond to internet public events,the relatively closed and single reaction process,and the passive and reactive responses.From a realistic point of view,once the government fails to respond,it will easily lead to the rise of public opinion on the Internet and even evolve into mass incidents that will affect the credibility of the government.In order to solve the government's response to the plight of internet public events and improve the government's ability to respond to internet public events,this paper explores the mechanism of third-party involvement in government response in the case of government failure in order to make up for the current government response network insufficient public events.This paper argues that the participation of third parties in government response can alleviate the deficiencies of government's ability to respond to some extent,improve the openness of government response process and change the way of government's passive response.This article uses case analysis method and real case to reveal the concrete process of the third party's participation in the government's response.First of all,this article elaborates the emergence and development of the third party's participation in the government's response in the network public events.Then,combining the three typical cases,this paper explores the main body,process and method of the third party participating in government response in the network public events.According to the research,the third party involved in the response is professional,and can answer the questions scientifically from the perspective of specialization based on the specific problems of the public events on the network.The process of the third party participation is relatively transparent.The third party's participation is not only related to experts in the related fields,but also online media to keep track of the reports.The third-party participation method is flexible.After the emergence of online public events,the third-party entities may adopt different ways of participation according to the specific circumstances of the events,for example,third-party participation in consultation,in investigation,in supervision and other means.Third-party participation has three advantages in the response to the professional subjects,transparent response process,and flexible response means so that it can make up for the short board,that is the network public events in the government to respond.Further,this article combines the concrete practice of the third party involved in the government's public response in the network public events,analyzes the current difficulties of the third party participating in the government's response,and considers the legitimacy of the third party's participation,procedural problems of the process and representational problems of means in the government's response.At the same time,it also analyzes the main reasons that influence the third party's participation in the government's response.That is,the legal status of the third party involved in the response is unclear,the procedures involved in the response are not standardized,and the mode of participation in the response is immature.In order to make up for the shortcomings of third parties participating in the government response in internet public events and to play the role of third parties participating in the government response,a mechanism is proposed to build a third party's participation in the government response.The contribution of this paper is that based on the analysis of the government response to the current public internet incidents,this paper combines the ideas of governance theory and the relevant framework of third-party investigation,creatively put forward the concept of third-party participation and apply the third-party participation in the government response to network public events so that it can provide solutions for solving the plight of government response to public internet events.At the same time,it builds a concrete mechanism for the third party to participate in the government response in the network public events,that is,the third party involved in the government response mechanism integrating consultation,investigation and supervision.The shortcomings of this paper are as follows: According to the type,scope and nature of the public events on the network,the mechanism for the third party to participate in the government response should be different.This article should be followed up continuously and studied.
