Research On The Role Of Local Government In The Development Of Industrial Cluster

Industrial agglomeration as a form of regional industrial organization which is closely related to manufacturing industry,it plays an important role in regional economic growth,become the key to determine regional industrial competitiveness and economic activity.At present,zhejiang is in the stage of new-type urbanization and new-type industrialization,and the industrial agglomeration development faces many difficulties such as low agglomeration level and weak factor guarantee.The industrial agglomeration area is an important measure introduced in the period of economic transformation and upgrading in zhejiang province.As a kind of regional economic form dominated by the government,local governments have played an important role in formulating industrial policies and providing public goods and services,but there are also shortcomings.How to further improve the function of local government and play an effective role in promoting high quality development of industrial agglomeration area is a problem that local governments need to think about.The article takes Hangzhou dajiangdong industrial agglomeration area as the research object,adopts literature and field research methods.Firstly,it reviews the domestic and overseas literature about the development of industrial agglomeration area.Secondly,it reviews the establish background and running situation of Hangzhou dajiangdong industrial agglomeration area.Third part,it analyses the role of local government in the development of industrial agglomeration area:formulate the development strategy,improve the infrastructure construction,build the innovation platform,maintain the market efficiency.Fourthly,it emphatically analyses the problem in the development of industrial agglomeration area,and analyzes the cause of problems from the Angle of local government:The function deviation,the elements of bottlenecks.On the basis of this,the paper makes Suggestions on the improvement of local government's role in the development of industrial agglomeration area,proposes to transform the government function,improves the market mechanism,improve the level of innovation service,and advances the integration and development of production city to promote the further development of industrial agglomeration area.
