Research On The Submission System Of Urgent Information In Anyang City

With the deepening of reform and opening up,China has gradually entered into a frequent period of social transformation and contradictory,all kinds of emergencies such as natural disasters,accident disasters,public health events and social security events happened frequently.Therefore,for our party committees and governments' research,how to accomplish the work of the prevention,warning and disposition of various emergencies in new background have become the major issues.As the most authoritative channels of information acquisition of the party committees and governments,the emergency information submission runs through the whole process of emergency and provides an important guarantee for all levels of departments to handle emergencies.However,due to organization,network,institution and personnel reasons,the emergency information submission system of Anyang City still has lots of problems,such as restricted channels,imperfect reporting mechanism,delaying or failing to materials or providing concealed materials of emergency information.Consequently,it is urgently necessary to improve the emergency information submission system of Anyang City.This paper starts from the emergency information submission system of Anyang City at this stage,combines the theory of emergency information management with the actual work of submitting emergency information,and uses the methods of literature analysis,case analysis and systematic research to conduct in-depth study.Through the deep analysis of the four components which including organization,network,institution and personnel,this paper puts forward some countermeasures to improve the emergency information submission system of Anyang City.Firstly,emergency information submission organs should be improved.On the one hand,integrating the resource of emergency information submission is in order to reduce the times of repeated reporting information and improve the effectiveness of emergency information services.On the other hand,establishing a unified emergency information submission management agency is to coordinate various functional departments and ensure the timeliness and accuracy of emergency information.Secondly,the level of emergency information submission network should be raised.Establish a full coverage of the information submission network to reduce the delaying information caused by the blind spot.At the same time,enrich the function of emergency information submission network platform to improve the timeliness and accuracy of emergency information.Thirdly,the institution of emergency information should be improved.The first institution is to optimize the emergency information communication feedback system in order to keep the latest situation and adjust the decision-making timely.The second institution is to improve the emergency information evaluation system,establishing rewards and punishment system for units and individuals.The third institution is to improve the network of public opinion monitoring mechanism to increase the validity of the emergency information in the internet background.Finally,the construction of the information worker team should be strengthened.Create a information worker team that covering the entire basic level,setting up a reserve pool of highly-qualified information human resources,establishing the education and training system for information workers,which are to provide fundamental human resources protection for the emergency information submission.
