| Standing Committee of the National People's Congress decides to carrying out the system of constitutional oath throughout the country in July 1,2015,and modifies the decision on Feb.24,2018,which makes the subject,content,procedure of the constitution oath of our country clear,and also marks the formal establishment of the constitutional oath system in China.The constitutional oath is not just a formal ceremony,it is also a specific constitutional system.The obligation of the state officials to be loyal to the constitution is shown in a certain form which transform into specific institutional norms.In addition,constitutional oath is an important part of the implementation of the constitution,it has its important institutional significance.It is important to respect the constitution and maintain the core significance of the whole party.In order to enhance the solemnity of the ritual of the constitutional oath,a sense of ritual,identity,responsibility and mission is necessary to strengthen the subject of oath which will give full play to the function of the constitutional oath system.It is necessary to further improve the system of constitutional oath to avoid the formalization of oath.However,the current constitutional oath of our country needs to be further improved in the scope of the subject of oath,the content of oath and the procedure of the oath.It includes enlarging the scope of the oath subject,increasing the content of the oath,embodying the professional characteristics according to the particularity of the oath main position,refining the provisions of the oath procedure and so on.Generally speaking,the realization of any legal system function depends on the clear current law basis,the perfect system design and the good system implementation environment.Therefore,we can proceed from three aspects of legal basis,system design and social environment to improve our constitution oath system and promote the implementation of the constitution pledge system. |
