Research On The Sharing Mechanism Of Public Credit Information In The Construction Of Credit System

The construction of social credit system is the inevitable requirement of modern socialist economic health and sustainable development,public credit information sharing is the core content of the construction of social credit system,is the foundation of the credit mechanism of trustworthy incentive punishment.This article takes the public credit information sharing mechanism as the focus of research in Yuhang District of Hangzhou city as a case analysis and perspective,through the methods of literature research,interview and questionnaire survey and case study,combining theory and practice,to analyze and evaluate the status of public credit information sharing,proposed the establishment of public credit information sharing mechanism to provide policy recommendations the basis and reference for the construction of social credit system and promoting the practice.The main work of this paper is as follows:(1)Investigate and evaluate the construction of social credit system and the sharing of public credit information in Yuhang district and Hangzhou District of Hangzhou.Based on the investigation of the current situation of public credit information sharing,this paper puts forward the main problems existing in the current public credit information sharing,and identifies the stage of information sharing.Through the investigation and analysis,Hangzhou overall social credit system construction,walk in the forefront of the country,and gradually improve the basic application,innovation,public credit information sharing in Hangzhou base has been basically completed,with the introduction of local laws and regulations,data collection departments have issued relevant documents.(2)From the perspective of credit system construction in Yuhang District ofHangzhou,this paper summarizes the existing problems of public credit information sharing,and analyzes the reasons.To promote the construction of social credit system in the country in depth,public credit information sharing objectives and requirements are clear,credit information sharing as the basic core of the social credit system,the achievements and problems of the present stage are very prominent.The macro laws and regulations are not perfect,has not yet formed a unified national platform database,data collection,low efficiency in the actual operation of the Department of coordination is not timely,the low level of information application,highlighting the various problems is derived from the public credit information sharing mechanism is not formed,effective incentive mechanism,coordination mechanism should be explored to establish the perfect.(3)Through the question and the reason analysis,carries on the countermeasure research to the public credit information sharing mechanism.The above research based on the results of the analysis,put forward to adapt to the construction of social credit system at the present stage of public credit information sharing policy recommendations,including: one is to promote institutional reform,the formation of an independent government agency;the two is to improve the public credit information sharing system of laws and regulations;three is to optimize the mode of construction public credit information platform to encourage innovation;the four is the establishment of credit information data sharing incentive and responsibility mechanism;five is to promote the application of credit information,the formation of forced mechanism of credit information sharing mechanism;six is to urge the implementation of public credit information sharing.There are two aspects of innovation in this paper: first,innovation in research angle.For the first time from the perspective of the district and county governments work based on public credit information collection,management and application of research and analysis,it is further extended to the provincial level further credit system construction research,more close to the practice;two is the scope of the study,research on the first comprehensive enterprises and individuals,including other organizations of all social public credit information sharing mechanism,reference and summarizing the predecessors of enterprise credit information,personal credit and other local research,analysis of sharing more comprehensive information sharing mechanism.Combining the research results of this paper and the practical work for the construction of Hangzhou city and Yuhang district social credit system,public credit information sharing provides a theoretical reference,contributing to the ZheJiang province social credit system construction theory,and ultimately improve the level of construction of social credit system in China.
