Research On The Public Service Supply Of Grassroots Public Security Organs

With the wave of the new public management movement,China also regards the construction of service-oriented government as the goal of government construction in the administrative reform.All relevant scholars at home and abroad focus on how to construct an efficient service-oriented government department system and deepen the service functions of the administrative departments in recent years.As public security organs that exercise the power of criminal justice and administrative law enforcement,public security agencies not only take the sense of security and satisfaction of the masses as the fundamental criterion for the inspection and measurement of public security work,but also strengthen the overall deployment requirements of the public security reform.In the process of transformation,more emphasis has been put on the public service functions that the people are satisfied with,and it is necessary to provide the public with satisfactory public safety products and services.Based on the background of the construction of a service-oriented government,the article begins with the measurement of the satisfaction of the public and analyzes the status quo and problems of the provision of public services at the grass-roots public security agencies in order to provide some theory and practice for how to serve the people better.The public security police station is at the lowest level of the public security management level.It is in the front line of law enforcement and service.It directly provides the public with the most basic public security protection services,and it is also the most direct and widely-connected department that directly contacts the people.It has been monitored through public opinion at the police station.The analysis of the public satisfaction data can explore the problems existing in the process of changing the functions of the grassroots public security organs in building a service-oriented government,so as to further find effective solutions to the problem.Then the grassroots public security organs can improve the level of law enforcement services,maintain public safety capabilities and effectively safeguard social harmony and stability.The J police station of Nanjing is a first-class police station and a five-star window unit assessed by the Ministry of Public Security.It is the highest-ranking police station in the public security agency rating system.This article uses the J police station of Nanjing as an example,through literature search,case analysis,interviews and other methods,by analyzing the data of the people's satisfaction,to find out the main problems and causes of grassroots public security organs in the provision of public services.Combining with the actual situation,the author puts forward the countermeasures and suggestions for grassroots public security organs to effectively improve the quality and effectiveness of public service provision.The full text is divided into six parts.The first chapter is the introduction.It mainly expounds the background and significance of the research on the public service provision of grassroots public security organs,summarizes the service government theory,customer satisfaction theory and government performance evaluation theory,as well as the functional positioning theory of the police station,to provide theoretical support for further research,so as to determine the content,ideas and methods of research,and introduces the problems of innovation and shortcomings.The second chapter briefly describes the basic situation of public service supply in grassroots public security organs and the development process of satisfaction evaluation,then enumerates the main methods of grassroots public security organs'satisfaction evaluation.The third chapter is an analysis of the mass satisfaction evaluation of the Nanjing J police station in 2017.It introduces the satisfaction evaluation method of the Nanjing Municipal Public Security Bureau on the basis of summarizing the experience,and the mass satisfaction data of the Nanjing J police station in 2017.Combining with the individual interviews,this paper analyzes the influencing factors of the satisfaction of the masses in the J police station,then reveals the influence of the quantity and quality of the public service supply on the people's satisfaction.The fourth chapter explores the problems and causes of grassroots public security organs' public service provision from the grassroots public security organs themselves and the outside world.The fifth chapter aims at exploring the corresponding improvement countermeasures and feasible methods against the existing problems,such as focusing on the expectation management of the object service supply,strengthening citizen participation in public services,broadening the interaction between police and the people,improving the evaluation mechanism,clarifying the main responsibilities of the public security organs and building the social cooperation mechanism in public service area.The sixth chapter summarizes and reviews the issues raised in the research process and the solutions to the problems,and puts forward the prospect for future research.
