With the rapid development of China's economy and society and the continuous improvement of the people's living standards,the relationships between the traditional government and the market,the government and the society,the government and the masses,which aren't able to adapt well to the needs of the developing situation.New types of relationships have been repositioned as they continue to explore and engage with each other.Under this background,the pace of building and improving service-oriented government in China has continuously increased.Public security agencies,as an important part of the government agencies in China,continuously explore and promote the reform and development of service-based policing,and continuously improve their service capabilities.Satisfying the people's ever-increasing demand for security and other aspects and raising the satisfaction and the sense of security have also become the key of the question.In this process,the service-oriented policing reform coincided with the wave of the times represented by new technologies such as the "Internet".The impact of the Internet has permeated all fields of social countries,profoundly changed social production and people's way of life in China,and also added new issues and challenges to the reform of service-based policing.At the same time,it also brought new ideas and opportunities.In the face of the new situation,China's public security agencies have actively tried to introduce the idea of Internet thought to policing reforms,tapping the potential of "Internet +" policing services,and connecting police services with the needs of the people through the establishment of Internet service platforms.A large number of public security services are offered on the Internet.It improves the efficiency and the level of service,which has been widely approved by the people.Service-oriented policing reform has achieved great improvement.However,due to old ideas,institutional barriers and some other reasons,the Internet has not always been a smooth process of promoting service-oriented policing reform.There are still some public security agencies that still believe that the Internet is merely an innovation in the field of technology,and the Internet is advancing the reconstruction of public security administration policing.They ignored the promotion of the reconstruction about public security administration ethics on the Internet,the adjustment of policing mechanism,and the important role of service business process optimization and other aspects.There are also a few public security organs that have turned their eyes on narrow-minded sectional interests and turned their attention to the role of Internet reform.They have led to the lack of motivation and investment in the use of the Internet to promote policing reforms in some regions,and they have also resulted that the development level of "Internet + service-based policing" is not balanced and the overall level of development is still not high in many regions in China.Therefore,in order to promote the sustainable and healthy development of China's "Internet + service-based policing",further clarify the direction of development and the way to achieve it and increase the public security agencies'confidence in actively implementing service-type policing reform under the Internet background,and improve public security agencies' ability to serve the people.It requires deeper analysis of the Internet's role in the promotion of service-based policing reforms and the existing constraints,as well as guidance for the current and future service-oriented policing reforms in China and the promotion of service-oriented policing in China.This article has carried out a series of explorations and studies on the role of the Internet in promoting the reform of service-based policing in our country,existing deficiencies,and corresponding countermeasures.The text of the article consists of four chapters.The first part reviews the policing reform process in China,focuses on analyzing the conceptual connotation of service-based policing in China,the contemporary background of contemporary policing reforms,and analyzes the experience and practice of policing reforms carried out by the public security agencies in many places in China.The second part introduces the general situation of Xuan wu District in Nanjing and the police system.Combined with the Nanjing Xuan wu Public Security Series Internet Policing Service Platform,the administrative ethics system,policing operation mechanism,service flow,service standards,and external cooperation in the reform process are all involved.The five most fundamental and core issues are analyzed one by one in depth to study and summarize the role of the Internet in promoting the reform of service-based policing,and analyze the three roles played by the Internet in future service-oriented policing upgrades:batons,highways,boosters.The third part analyzes the constraints of different angles in the process of Internet-based service policing reform.In the fourth part,focusing on the existing problems,from four aspects---theoretical support,new thinking,in-depth application,and enhanced support,it puts forward suggestions for rationalization in line with China's actual conditions.
