The “Rio Declaration” signed by the governments of various countries and governments signifies that the human social development model has entered the civilized age from the industrial age.The General Assembly pointed out that humans should enjoy a healthy,fruitful environment and power that is in harmony with nature and emphasizes protection.The importance of the environment and the solution of environmental issues with the participation of all citizens.There is no doubt that creating a beautiful living environment is a problem that all governments are concerned about.The improvement of the level of urban sanitation in the city will not only help improve the living environment of the residents,eliminate diseases,and improve health.It will also help improve the city's human settlements and investment environment,promote urban economic development,and promote social civilization.It is precisely because of this that our government launched the “National Sanitary City” initiative.Since the establishment of the Sanitary City in 1989,more than 200 cities across the country have won this award.However,in the past 30 years or so,the National Sanitary City has exposed many drawbacks in the course of its creation and maintenance.For example,some cities In order to meet the inspection raids,and the lack of normal management,it is difficult to maintain a long-lasting and high level of urban appearance.Therefore,it is particularly important to strengthen the study of the long-term mechanism of city appearance and environmental management.On the one hand,the city appearance environment is a full demonstration of the city's spiritual civilization and the concentrated expression of the quality of the citizens;on the other hand,the long-term management of the city appearance environment is a systematic and complicated project,involving all aspects of urban construction.At the stage of the establishment and acceptance of the National Sanitary City,T City has been striving to explore the long-term mechanism of the city's environmental management based on its own actual conditions,and aims to build an “ecological,livable,and civilized” city in the city's environmental construction.We have gradually established day-to-day management,joint law enforcement,social participation,market-oriented operation,and evaluation and reward mechanisms.In conjunction with the three-level grid management and Internet + digital management model,we have achieved certain results in the construction of urban environmental sanitation.However,referring to the “National Sanitary City”construction standard,there are still some deficiencies in the construction of the T-city management mainbody's internal cooperative operation mechanism,administrative enforcement mechanism,and facility investment guarantee mechanism,social participation mechanism,and supervision and evaluation mechanism.Therefore,in the future city appearance and environmental sanitation management work,we must adhere to the “people-oriented” management philosophy,from the aspects of the stability of the management system,the constancy of the legal system,the strength of investment in capital facilities,the channels for public participation,and the awareness of responsibility of the management body.strengthen.This article first points out the significance of constructing the long-term management mechanism of the city appearance environment,sorting out the research on urban management and urban appearance and environment management by domestic and foreign experts and scholars,highlighting the research framework,research methods and innovations;Public goods theory,general system theory and refined management theory are the theoretical support;then,taking the T city of S Province as an example,the scope,mode,and specific practical exploration of the city appearance and environmental management of the city are analyzed;then,it is pointed out that the city has a long appearance in the city environment.The achievements and deficiencies in the construction of the effective mechanism are analyzed,and the reasons for the problems are analyzed.The implications of the long-term mechanism for the city appearance and environmental management in T City are summarized,and the long-term management of the city appearance and environment in T City is proposed.Suggestions;Finally,summarize and look forward to the content of the study.
