Study On The Optimization Of Community Governance Mode From The Perspective Of Modernization Of Governance Ability

The nineteen major reports of the Communist Party pointed out that the main contradiction of society has been transformed from "the contradiction between the increasing material and cultural needs of the people and the backward social production" to "the contradiction between the growing demand for better life and the unbalanced development of the people".It also points out that the people's need for a better life is increasingly extensive,which not only raises higher requirements for material and cultural life,but also requires increasing democracy,rule of law,fairness,justice,safety and environment and so on.In order to effectively respond to these new needs,solve social contradictions,nineteen major report put forward to strengthen social management and innovation,and pointed out the need to strengthen social governance system construction,improve the Party leadership,government responsibility,social coordination,public participation,legal guarantee system of social governance,improve social governance and the rule of law society intelligent and professional level.This not only points out the direction and demands for the strengthening and innovation of social governance,but also draws the blueprint and constructs the top layer design.In this paper,the current status of social governance innovation and the problems to be solved are discussed through the "three cooperative linkage" model.The first part: introduction.It mainly expounds the background,significance,ideas and problems to be solved.Meanwhile,it summarizes the research status at home and abroad through reading relevant literature.On this basis,a brief summary is made,which lays the foundation for this research.The second part: the theoretical background of the innovation of social governance in contemporary China.It mainly expounds the historical and realistic foundation of the theory of governance innovation in contemporary China,and introduces the development course of the theory.The third part: the necessity of the innovation of social governance in contemporary China and the key point that needs to be grasped.The fourth part: the latest achievement of the innovation of social governance in contemporary China-the social governance model of "the linkage of the three societies".Based on the analysis of the background,concept and operation mode of the "three social interaction" development,and the practice of the "three society linkage" mode in the typical cities of China,this paper summarizes the problems in the process of promoting social governance innovation in China,and analyzes the reasons.The fifth part: optimizing the "linkage of the three societies",and further promoting the policy and measures for the innovation of social governance in contemporary China.By transforming the concept of grassroots social governance,improving the understanding of "three social interaction" and strengthening the construction of social governance system,we will further promote social governance innovation.
