This work starts from the conviction that today,like never before,international migration reflects an important global change and significantly marks not only the internal policies of a Country but also the international relations between Nations and their foreign policies,in all their ever-changing dimensions.This conviction comes from the fact that migration is the fundamental phenomenon that characterizes the global era we live in,considering that in the second half of last century individual mobility has been constantly increasing and flow of people through national borders has been notably growing.In particular,in the last decades the great number of irregular immigrants is what represented the biggest challenge for some EU countries and for the Union itself;perceived as a threat,this resulted in stricter immigration policies on both national and Community scale.This study tries to provide a concrete solution on a national level,in Italy specifically,to reshape and improve the policy on irregular immigration,rather than providing one or more theoretical frameworks that could allow the government to face the challenge.The securitization theory has instead been used to explainthe attitude of some of the national parties towards immigration and immigrants themselves,and the role that the discursive dimension has on the idea created by the citizens through the image received from the media.With this aim,the first part of the thesis tries to give a holistic analysis of the most important measures taken by the European Union and the Italian national government on irregular immigration,with reference to the relation with the UN principles and in particular,the Convention of Geneva and the right of non-refoulement.The second part is made up by the analysis of the outcome of the recent general elections in Italy,that saw two populist parties gain the highest number of votes,the hypotheses on the new government and the causes and effects on the process of law-making on the matter of irregular immigration.Finally,the third part intends to give some suggestions on how the policy on irregular immigration in Italy could become more effective without at the same time sacrificing human rights.The conducted analysis highlighted how the creation of a Ministry for Immigration together with a bigger effort in the integration of immigrants in the host country and among the EU countries themselves would bring to a simplification in the procedures concerning the unauthorized arrival of people on the national territory,but also to benefit from the presence of those whose stay has already been regularized.
