Research On The Community Deliberative Democratic Thought With Chinese Characteristics

In the middle of last century,Consultative democracy thought began to take shape in China.Deliberative democracy has been widely seen in practice since the beginning of this century.Especially since the Eighteenth National Congress of the CPC,Consultative democracy has become increasingly active in urban and rural communities.As the focus and main body of the grass-roots consultations,the urban and rural community consultation has become the focus of the party and the state.In the opinion of the Central Committee of the Communist Party of China on strengthening the construction of socialist consultative democracy,we put forward that we should steadily promoting grass-roots consultation,we need to strengthen administrative village and community consultationThe Central Committee of the Communist Party of China issued the opinion on the strengthening of urban and rural community consultation in July 2015.The first time in the central document,the urban and rural community consultation was formally proposed.The opinion has made a scientific orientation to the urban and rural community consultation,and has carried out an important deployment to its basic principles,contents,subjects and forms.The idea of community deliberative democracy with Chinese characteristics has been formally formed,which is a new thought and new institutional arrangement for the party in the new era of governing the country.The nineteen Party of the Communist Party of China continues to propose that we should steadily push forward the deliberative democracy at the grassroots level,and further point out the direction of development for the consultation between urban and rural communities.The democratic thought of consultative community with Chinese characteristics emphasizes that the stakeholders on the basis of rational dialogue,discussion and consultation,dissolve the conflict of interests between each other and reach consensus and have the characteristics of equality,openness and inclusiveness.The democratic thought of community consultation has an important positive effect on building a harmonious society,promoting the construction of democracy at the grass-roots level and the modernization of community governance.Therefore,the Communist Party of the new era needs to promote the innovation and development of the democratic thought of community consultation and apply it to the community governance.This paper uses the method of literature and comparative study to discuss the theoretical and realistic basis,the main content and the value meaning of the democratic thought of the Chinese characteristic community.The paper is divided into four parts besides the introduction.The first chapter discusses the theoretical source and realistic basis of the deliberative democracy in China with Chinese characteristics.Every theoretical form has its source of thought.The democratic thought of community-based consultative democracy not only inherits and develops the theory of Marx's democracy,inherits and develops the thought of consultation in China's excellent traditional culture,but also draws on the western democratic thought of consultative democracy reasonably,which is an important theoretical basis for the Democratic thought of Chinese characteristic community consultation.In addition,the demands of citizens'democratic demands,the need for innovation of community governance and the need to make up for the lack of democratic elections have become a variety of realistic backgrounds for the rise and development of democratic consultative democracy.The second chapter summarizes the main contents of community deliberative democracy.This part mainly expounds the main contents of the democratic thought of community consultation from three aspects.One is to develop and construct the democratic thought of community consultation with Chinese characteristics under the basic principles of Party leadership,consultation by law,democratic centralism and so on.The two is to elaborate on the basic elements of community consultation democracy.The community consultative democracy is composed of a series of factors,such as the participation of the consultative subject,the diversified form of consultation as the carrier,the scientific and orderly consultation process,the result of consultation and so on.These are all essential links in the community consultation.The three is the strategic position and development goals of community deliberative democracy.Deliberative democracy in urban and rural communities is an important part of socialist deliberative democracy,and an effective way to achieve self governance at grass-roots level.Community deliberative democracy aims at pursuing the public interest of people's wishes and promoting the institutionalized and procedural development of deliberative democracy in the community.The third chapter makes a comparative study of Deliberative Democracy between Chinese and Western communities.Through the comparative analysis of deliberative democracy with Western communities,the deliberative democracy of Chinese and Western communities has certain commonalities and differences in some aspects.Both of them recognize the diversity of the main body of consultation as the premise,and the content of the consultation is extensive,which ensures the open and fair negotiation process and the objective of consultation is public.In addition to the common attributes of democratic thought in consultation with Western communities,there are differences in the nature of the two,the equality of the status of the negotiated subjects,and the cultural foundation.The fourth chapter is about the theoretical and practical significance of community deliberative democracy with Chinese characteristics.From two aspects of theory and practice,this paper analyzes the value and significance of the democratic thought of community consultation.In theory,the Chinese characteristic community consultative democratic thought inherits and develops the national theory of Marx's classic writers,and is also the inheritance and development of Chinese excellent traditional culture.In practice,it is mainly reflected in promoting the harmonious stability of community,improving the consciousness of consultation and participation of the residents,promoting the scientific and democratic decision-making and promoting the modernization level of community governance,and promoting the construction of democratic politics at the grass-roots level.
