Research On The Problem Of Optimization Of Government Structures And Functions In Connection Between Administrative Law Enforcement And Criminal Justice

In our state,the problems of replacing criminal penalties with fines,refusing to register existing cases stands out on the course of administrative law enforcement.There is an urgent need to strengthen the connection between the two laws.The reason behind the Non-connection can be divided into two dimensions,substantively and procedurally.By comparing with the developed cuntries,we find that foreign mature experiences in independent legislation on administrative crimes is really worth learning,but to strengthen the connection between the two laws currently,we have to face the Problems of Government Structures and Functions.A realistic and operable path is to take the process as the core,to integrate organizational structures,to optimizie government functions and interrelation,and collaborative administratly functioning by basing on the advanced theory of contemporary public administration,also,to achieve smooth and efficient convergence,by breaking the barrier on profession and information within the state organs.
