In recent years,with the continuous development of local government performance evaluation practice,a series of characteristic practice modes have been formed,which has promoted the improvement of government efficiency.But in fact,only by the objective and justice performance evaluation can actually give the government correct guidance,and truly enhance the government’s effectiveness,or the performance evaluation can only become a formality with little effect,or even lead negative impact.Especially in some type of examinational performance evaluation,some local governments or public sector by the way of build "achievement projects"or even use fake statistic figures to achieve the so-called "high performance",which has caused bad influence to the long-term development of local economy and society.Based on the practice of examinational performance evaluation in H city,this paper analyzes the means has been taken to preserve the justice in performance evaluation of H city,such as the organization subject,evaluation system and assessment flow.Found some injustice issues,such as lack of independent and professional evaluation subject,evaluation index system is hard to be fair,lack of theoretical foundation,the evaluation method focus on result while ignoring process,backward democratic assessment mode,low public participation.This paper analyzes the causes of these problems and puts forward some Suggestions based on the experience of domestic and foreign countries.For example,establishing the correct view of achievements,carry out the concept of high quality development;build transparent government step by step,apply big data technology to performance evaluation;introduce third-party departments to gradually enhance customer orientation;enhance the comparability between the evaluation objects and strive for the unification of efficiency and fairness;improve the assessing and evaluating system of leading cadre,punish the leading cadre who made fake performance;strengthen theoretical research and so on.
