As humans come into the post-industrial age,the degree of complexity and uncertainty of the community are increasing rapidly.The conventional bureaucracy cannot handle these kinds of tasks.Therefore,more and more social problems turn into crisis.So that the curing form of leading organization has been unable to adapt to the highly complex and highly uncertain reality of reforming.More and more new tasks appear in the process of reform practice in China.Relying on the conventional organization to promote reforming is unsustainable.With the need of reform and the change of the government's organizational thinking,as a construction of leading organization,task-oriented organization began to come into people's sight.When we define task-oriented organization as only "task oriented organization",it is set up around specific tasks,the purpose is to solve the task,and the path of its life cycle coincides with the task itself,then we will see that the task-oriented organization is common in our social life,the government and the non government.Various types of task-oriented organizations are widely distributed in government organizations,enterprises and institutions.Some of them dissolve with the end of the task,and some are mature for many years with the rich and mature tasks.From the time node established by Task-based organizations,task oriented organizations can be responsive or proactive.In fact,task-based organizations have sprung up from this year's trend.This not only shows the historical inevitability brought by the post-industrial society,but also shows the adaptability of the society to complex conditions.As a kind of leading organization,it should be paid more attention and research.Task-oriented organization has its uniqueness in its establishment,structure,power relations,communicating mode and resource acquisition.As the practice of task-oriented organization,groups share the characteristics with task-oriented organization and can adapt to the reform of China's reality.The frequent establishment of groups recently is just based on the current national conditions and the realities of reform,using the responsiveness of the organization unique to the task-oriented organization represented by the group,the dissipative nature of the organizational structure,the aggregation of the relationship of power,the interaction of the mode of communication,and the timeliness of the acquisition of resources,to make up the defects of the permanent institutions.With the function of decision-making consultation and coordination and supervision,the requirements of optimizing policy formulation,strengthening power execution,improving power efficiency and improving the effect of power operation are achieved,and then the realization of this specific task will be promoted,and the coordination and order of China's deepening reform at the overall level will be ensured and the reform is promoted.Proceed smoothly.As a tool of management/completion and as a means of expediency,the group under high complexity and high uncertainty can overcome the internal resistance of the organization to some extent as well as the functional repair of the bureaucracy.As the characteristics of the post industrial era gradually emerge,as the main organizational form to solve the unconventional tasks in the process of reform,the group is adapted to the development of the times and is being widely used in the related areas of risk management,and it objectively promotes the government's transition from control oriented to service oriented,a service-oriented government.An important realization path,facing the difference of new civil society and the expectation of the government supply service,can give effective response to the group as the task-oriented organization.Therefore,task-oriented organization is an effective way to promote reform under highly complicated and highly uncertain conditions.
