For a long period of time,Vietnam has followed a "one-sided" foreign policy and has used the power of one big country to fight against other countries.At the end of World War ?,Vietnam relied on China's support to fight France.From the 1950s to the 1970s,Vietnam relied on the power of the Soviet Union and China to resist US aggression.In the 1980s,Vietnam used the Soviet Union to fight against China.However,since Doi and Moi and the disintegration of the Soviet Union,Vietnam has gradually given up this foreign policy and instead sought to conduct full-scale diplomacy with major powers.After 2009,with the rise of China's overall national strength and the implementation of the "pivot to Asia" strategy of the United States,the regional political structure is gradually changing.On the one hand,Vietnam needs to strengthen economic and trade ties with China in order to develop its own economy.On the other hand,Vietnam and China are controversial on the sovereignty of some of the islands and reefs in the South China Sea.Facing the disparity of strength in this sea area,Vietnam is increasingly feeling the pressure from the North.At this time,that the United States has returned to the Asia-Pacific region,and attempts to combine the surrounding small and medium-sized countries to counterbalance China,has provided an opportunity for Vietnam to maintain its own security.Under this circumstance,in order to better safeguard its own national interests,Vietnam pursues the strategy of balancing great powers,which uses differences and contradictions between China and the United States,to achieve the perfect combination of economic and security interests.This foreign policy pursued by Vietnam is not only a case,but is the most feasible choice adopted by small and medium-sized countries in Southeast Asia between China and the US.However,this policy will increase the difficulties of our diplomatic work.It will also have an adverse effect on stabilizing Sino-Vietnam relations and even the relations between neighboring countries.Therefore,this article attempts to study the theoretical origins,concrete manifestations,and formation reasons of Vietnam's diplomacy of balancing great powers and provide suggestions on how to respond to this policy,so that we can better deal with the relations with Vietnam and surrounding countries and build a stable surrounding area.The full text is mainly divided into five parts:The first part expounds the significance of the topic and domestic and foreign research review.The reasons and significance of studying Vietnam's diplomacy of balancing great powers are elicited.Through literature review,we sum up the research status of this issue,and point out the theoretical significance and innovation of this paper.The second part mainly elaborates the ideological origins of the foreign policy of balancing great powers.In the course of its formation,Vietnam's policy was deeply influenced by the balance of power,non-alignment.neutrality,and hedging theories.These thoughts were merged and put into practice in Vietnam's diplomatic practice,and got continuous development and improvement.The third part mainly analyzes the specific content of the Vietnam's foreign policy of balancing great powers.Unlike Singapore or other countries,besides maintaining the balance between China and the US and using the power of ASEAN,Vietnam strengthens national defense construction and resorts to nationalism to conduct diplomacy.For Vietnam,its own strength can provide a solid backing for its foreign policy.The spread of nationalism has also become a tool for Vietnam to effectively cope with the pressure of big countries.The fourth part explores the reasons for the implementation of this foreign policy by Vietnam.Balancing great powers is a diplomatic strategy choice made by Vietnam.This choice was made in response to changes in geopolitical conditions.Vietnam needs not only to maintain a balance between economy and security,to maintain the stability of the Vietnamese Communist Party,but also to properly handle the differences between the pro-China and pro-American schools in domestic politics.The fifth part points out that in the next period of time,Vietnam will continue to pursue this foreign policy of balancing great powers and maintain a balance betweenChina and the US.In this circumstance,China should take appropriate measures to deal with it and adapt to this new normal,and pursues a neighborhood diplomacy of amity,sincerity,mutual benefit and inclusiveness to deepen cooperation and dilute the differences between the two countries so as to lay the foundation for a better development of Vietnam-China relations and the establishment of a stable surrounding environment.
