Corruption is a worldwide problem,and no country can eradicate it completely,because it is essentially within the hearts of the corrupt officials.However,perfect system design can increase the psychological cost of corrupt people,restrain their behavior,and fight corruption to the maximum extent.In the period leading up to the 1970s,corruption prevailed in Hong Kong,from public officials to petty hawkers,almost to the point where people suffered.Against this background,an independent anti-corruption body,the Hong Kong Independent Commission Against Corruption(ICAC)was established.At the beginning of its establishment,the law enforcement,prevention and education were combined to implement the "three-pronged approach" anti-corruption model.It was divided into three departments,namely the executive office,the corruption prevention department and the social relations department.The ICA's smart institutional design,strict laws,sound supervision and an open institutional environment has made Hong Kong the second cleanest country in Asia from widespread corruption in just 10 years.The mainland and Hong Kong have a lot in common in the humanities and history,and Hong Kong's success in fighting corruption is worth learning from.Since the eighteenth congress,the party central committee with comrade xi as the core has high pressure anti-corruption policy.On the one hand more than 400 provincial-level officials fall one after another,which means successful against corruption,and reflects the situation is still grim,anti-corruption has a long way.On the other hand,to promote the party's discipline inspection system reform and the national supervision system reform,the first in Beijing,shanxi,zhejiang state supervision system reform pilot,and form a local national supervisory committee.On this basis,the 19th National Congress of the Party decided to push the reform of the state supervision system across the country.In March 2018,the First Session of the Thirteen National People's Congresses adopted the Amendment to the Constitution of the People's Republic of China and the Law on Supervision of the People's Republic of China,which established the National Monitoring Committee at all levels from the central to local levels.This paper adopts the methods of literature study,comparative study and case study.Through an in-depth study of Hong Kong's "three-pronged approach" model to fight corruption and uphold integrity,the reasons for its success were found out,and through a comparative analysis with the mainland anti-corruption system,drawing on useful experience,the reform of the continental state supervision system was discussed.
