Research On The Difficulties And Countermeasures Of Citizen Participation In Local Government Performance Evaluation

Since the 80 s of last century,some Western developed countries,the traditional "bureaucratic" administrative system exposed many problems,can not meet the needs of the development of modern Western countries.At the same time with the new public management theory,to reshape the theory of government and the continuous awakening of civic awareness,citizen participation in local government performance evaluation has become a hot topic in the field of public management in the world.China's citizens to participate in local government performance evaluation started late,but with the continuous improvement of China's administrative system reform and the continuous progress of democracy,how to promote the citizens in the government performance evaluation of effective participation,scientific participation,become the local government thinking problem.In recent years,Hangzhou,Nanjing,Qingdao and other cities have begun to explore their own regional characteristics of citizens to participate in government performance evaluation mechanism,and the formation of some participation model,but it is easy to see that in the local exploration process,there will still be citizen participation Enthusiasm is not high,lack of ability to assess the information is not open,civic participation in the form of other issues,individual regions to participate in local government performance evaluation of the emergence of "sports" trend,the mobilization of the public,the waste of money,seriously affect the participation of citizens in local government performance evaluation The Therefore,the study of the current difficulties of our citizens in the performance evaluation of local government,and put forward targeted countermeasures,has a certain research value.In this paper,the use of public management,public administration knowledge,the use of literature research,case analysis and empirical analysis of the combination of Chinese citizens to participate in local government performance evaluation of the status quo.First of all,by reading the research results of academic field in recent years and abroad,this paper combs and analyzes the relevant theories of citizens' participation in local government performance evaluation,clarifies the significance of citizen participation and points out that there is still imperfect research on relevant theories in academia At the office.Secondly,through the definition of the core concept and the summary of the theoretical basis,this paper provides theoretical support for further research.Thirdly,this paper discusses the driving factors of citizens' participation in local government performance evaluation based on the theory of organizational behavior motivation,taking citizens,government and society as the main body.It can be seen that the promotion of citizen participation in government performance evaluation is not only the interest demands of individual citizens,but also the inevitable requirement of the government to improve the efficiency,improve the relationship with the people and enhance the credibility.It is also the trend and direction of economic and social development.Fourthly,through the case analysis and empirical analysis,this paper summarizes the relevant experiences and problems of the classic cases of domestic and foreign citizens' participation in local government performance evaluation.Through the questionnaire survey,taking Tianjin as an example,Citizen groups to carry out a questionnaire survey,and further draw the current citizen participation in local government performance evaluation of the status quo and predicament.Fifthly,combined with the previous analysis,from the system,philosophy and technology to extract the current three aspects of our citizens to participate in local government performance evaluation of the plight and reasons.Finally,according to the summary of the predicament of the right medicine,put forward targeted solutions for the future of our country continue to promote the participation of local government performance evaluation to provide theoretical support and help.
