The assessment of leading cadres of the party and government is an important link in the work of cadres,an important basic work of high-quality ruling talents needed to build a well-off society in an all-round way,and it is related to the implementation of the party's cadre line,principles and policies in the new era,as well as the overall situation of the development of the party and people's cause.Since the 19 th national congress of the communist party of China,the CPC central Committee with Xi Jinping at the core has put forward many new requirements for the assessment of party and government leading cadres,emphasizing the scientific nature of the assessment of party and government leading cadres.In the face of many difficulties and challenges in the assessment of party and government leading cadres,how to further improve the assessment system of party and government leading cadres and establish a scientific performance assessment system has become an urgent task to be solved in the party building work.Using the methods of literature analysis,historical research and comparative reference,taking the performance evaluation theory as the breakthrough point,this paper first analyzes the related theories of the party and government leading cadres assessment,focuses on defining the concepts of the party and government leading cadres and the assessment of the party and government leading cadres,expounds the development course and basic connotation of the performance evaluation theory,and analyzes the applicability of introducing the performance evaluation theory into the assessment system of the party and government leading cadres.Then analyze the historical evolution and development status of the examination system of party and government leading cadres,focusing on analyzing the current provisions and main characteristics of the examination system of party and government leading cadres.Then probe into the main problems existing in the current assessment system of party and government leading cadres;Finally,from the perspective of performance evaluation theory,the author puts forward suggestions to improve the examination system of party and government leading cadres.The evaluation system of party and government leading cadres in China has developed from preliminary exploration to standardization and perfection step by step in terms of evaluation organization design,evaluation authority management and evaluation content,which has played a great role in strengthening the evaluation of party and government leading cadres and improving the quality of party and government leading cadres.However,it should not be ignored that there are still many problems in the assessment of party and government leading cadres in China: for example,the assessment methods lag behind,the assessment tools lag behind,and the assessment methods are not sufficiently qualified,which affects the overall effectiveness of the assessment of party and government leading cadres.The setting of assessment criteria is unreasonable,including the selection of assessment indicators,quantification of indicators,setting of weights and setting of assessment procedures.There is a lack of effective mechanism for the application of assessment results,which is mainly manifested in the closed assessment results,unscientific assessment of assessment results,insufficient communication and feedback,etc.And the supporting system of assessment is not perfect.Aiming at these problems,learning from the effective experience of performance evaluation in contemporary enterprise administration,this paper puts forward corresponding countermeasures and suggestions,and through the rational use of assessment tools such as target management method and balanced scorecard,it emphasizes the pertinence of assessment methods,so as to make the assessment of cadres more scientific and reasonable.Learn from some local party and government leaders in the assessment using balanced scorecard to improve the selection of assessment indicators,scientifically quantify the assessment indicators,and use AHP to set the assessment index weights,and scientifically set the assessment standards.To establish and improve the effective mechanism for the application of assessment results,and to ensure the publicity of assessment results by implementing diversified ways of assessment publicity,opening assessment contents,and establishing a public disclosure and supervision system of performance assessment results.To establish and improve the system of rewards and punishments for the assessment of party and government leading cadres,so as to make the application of assessment results more scientific.And establish effective communication and feedback mechanism.By establishing the incentive mechanism of examination and assessment,improving the examination and training system,perfecting the examination and supervision system,and constantly improving the supporting system of examination and assessment,we can improve the comprehensive quality of the party and government leaders,make the examination system of party and government leaders more scientific and modern,improve the quality and level of public administration services and enhance the ruling ability of the party.
