Study On The Application Of Administrative Guidance In The Administrative Supervision Of Tourism

In recent years,China's tourism industry has developed rapidly.The 19 th National Congress of CPC clearly put forward the direction of “accelerating the reform of ecological civilization system and building a beautiful China”,which not only brings new opportunities to the development of tourism,but also puts forward higher requirements for tourism supervision.How to further improve the efficiency and results of tourism supervision is a common concern of the National Tourism regulatory departments at all levels.As a contemporary non mandatory new administrative way,administrative guidance has been attracting much attention since the Second World War and has been successfully applied in the field of administrative supervision in Japan and other countries.As an advanced and scientific means of administrative management,administrative guidance has a high application value in tourism supervision.But due to the late start of the research on administrative guidance in the domestic academia,the research results on the application of administrative guidance in tourism supervision are very little,in addition to the lack of the law of tourism administrative guidance and the lack of theoretical research on tourism administrative guidance,to a certain extent it affects the understanding of tourism administrative guidance by the tourism supervision department.Active and comprehensive research on this issue will provide theoretical basis for future research on related issues,and on the other hand,it will provide some theoretical basis for tourism regulatory authorities.In this paper,the concept and nature of administrative guidance and supervision of tourism are analyzed and defined,China's current situation of tourist market and tourism market supervision status are elaborated,feasibility and necessity of the use of administrative guidance in China's tourism in the regulation are analyzed,and based on the experience of administrative guidance in foreign tourism supervision,the existing problems in the application of administrative guidance in tourism supervision are analyzed,and corresponding improvement methods are put forward.It is hoped that through the study of the application of administrative guidance in tourism supervision will provide effective inspiring ideas and methods for the transformation of the functions of tourism administrative supervision departments and the innovation of working modes.So that tourism administrative supervision departments recognize the feasibility and important value of administrative guidance in tourism supervision,and provide theoretical basis and support for tourism administrative supervision departments to use administrative guidance.
