To "Benefit" Or "Right":Research On Welfare Claim Of Migrant Retired Workers In Shanghai

Welfare appeals exist because the welfare needs of the appealing subject are not met well enough.The goal of establishing a social security system is to provide better social welfare to members of the community and to satisfy the public's welfare demands.In the continuous reform and advancement of our social security system,there have been some cases in which the welfare demands of special groups can not be met,but now most of the research on the welfare needs of these groups focuses mostly on their material aspects,lacks the research on the demands of deeper welfare rights.Therefore,migrant retired workers are the research objects in this article.Through deep interview and documentary analysis,this paper analyzes the action logic behind the welfare fight activities of this group.The study found that the reason why the migrant retired workers take the petitions,appeal and other ways to fight for welfare,their welfare struggle itself has gone far beyond the substance of the welfare claims.Behind the fact is that its identity,rights and obligations relative to countries should bear the social responsibility of compensation and other civil rights demands.Based on this,this paper argues that the complete rights and benefits of citizens not only lie in the public's expression of the appeal of "benefit," what's more importantly is its potential claim on "rights." Recognition of citizenship and the acquisition of civil rights give people more welfare satisfaction.From a broader perspective,the findings of this study can also be applied to the understanding of the welfare claims of special groups arising in the context of more social transformations.The policy significance of this study is that,when the public sector such as the government issues various welfare policies to respond to the welfare demands of different groups,not only should we see the public's interest in "benefits" the materialistic welfare demands.At the same time,we should see people's deep-seated demands on "rights."...
