Research On Problems And Countermeasures Of Basic-level Social Governance For Participation Of Women's Federation In PuJi Town QingDao City

Nowadays,with the economy developing rapidly and stepping into social transformation period,various social contradictions and demands of the people show up,therefore social organization becomes the important body for government to participate in social governance.Through long term exploration and practice,our country has built a work system of social governance which are led by party committee,in the charge of government and guaranteed by legal system as well as owning the characteristics of social coordination and public participation.Women's Federation which is a mass organization covering the widest range,has unique political,organizational advantages and work superiority.Especially for local Women's Federation,it participates in social governance actively,which has obtained many practical experiences.However Women's Federation faces many difficulties because grassroots social governance is a new concept.Therefore it presents new tasks for Women's Federation to participate in grassroots social governance in new period.This paper,according to the author's years of work experiences in grassroots women's federation and research,reflects that women's federation of Puji Town has made some achievements in the process of management,but it still exists the following problems: the active participation of women's federation stays low,The consciousness of social governance 'federation in guiding the masses participation is not high;the women's federation cadres can't diversify demand master for women and children,and the correlations of women's federation and the external social resources is not strong.It's causes include both inside and outside limited,in terms of women's federation itself,its own positioning can not adapt to the needs of the current social governance,its organization construction and laying are relative weekend,the work mechanism of women's participation in social management is not perfect;In terms of external restrictions,mainly constraints on the complexity of social governance and the insufficient support of women's participation in grassroots social governance of the town government.This paper takes experience of grassroots social governance in domestic advanced area as reference,guided by modernization of social governance system and capability.giving out the following countermeasures.First,the shop town women's federation should improve the participation consciousness and clear its role;Second,it should strengthen the construction of organization and hold up its social coordination ability;Third,it should innovate mechanisms in order to enhance social governance effect;Fourth,it may appropriate participation channel to inspire women's participation in the activity.in order to help women's federation play a better synergistic role in social governance as well as promote social governance to innovate constantly...
