With the deepening of China's reform,its economic and social development brings out many new periodical characteristics,such as the intertwined contradictions and risks of different kinds,the deepened and complicated social conflicts,the increased public security risk.All of the above are difficult to prevent,to resolve and to manage,which puts social stability under unprecedented high pressure.To cope with the complex situation of the new era,our General Secretary Xi Jinping asks for a higher standard of preventing and dealing with different kinds risks and challenges so as to ensure the nation's permanent stability and people's livelihood.As public security investigators who are obliged to fight against crimes,they must continue to improve their capability so that they can better meet the Chinese Communist Party's and people's requirement of law-enforcement work.However,in practice,there still exist many problems in the human resource management?HRM?in public security investigators.Compared with some developed countries in the West who are sophisticated in researching on HRM of governmental agencies,there is still a long way to go for China in regards to the performance appraisal,recruitment,training and management mode.The research on the construction of competency model of Guangzhou public security investigators in this thesis is based on the competency theoretical achievements.The theory of competency was put forward in the mid and late 20th century by McClelland,a famous psychologist in Harvard University.The research achievements have been widely applied to the fields like public administration sectors,private corporations,and have become a focus of HRM research.The emergence and development of the competency theory model is inseparable from the rapid development and transformation of social economy,the crying needs to improve core competence in both public and private sector,the gradual deepened study on management science and psychotechnics,and the developing trend of modern Human Resource Management.This thesis,firstly,conducts a research on the competency-related theory from home and abroad through the documentation method.By combining the actual situation,the thesis answers two questions:what are the key factors that cause differences in the investigators'job performance when their individual qualities are evaluated under the same work environment?How to improve the public security investigators'comprehensive capability through the application of the competency theory model?Then,by carrying out interviews to the investigators who are evaluated well-performed,the researcher extracted the elements that construct the Guangzhou public security investigators'qualities,which serves for the design of the questionnaire and the initial establishment of the competency model.Afterwards,to better improve the model,the researcher collects research data through questionnaire method and conducts an overall description of the research questions by the method of statistical analysis.With the above efforts,the competency model of Guangzhou public security investigators is built up.The proper application of the model in recruitment,training and human resource management can be beneficial for uplifting the overall quality of the public security investigators,which meets the era's requirements of this occupation.
