With the advent of “risk society”,China's public emergencies are frequent,threatening public life and property security,our government and media are being an inefficient-communication state in the process of crisis communication.This paper uses the agenda setting theory to study the incident of “Tanggu explosion in Tianjin”,and analyzes the agenda building of the government,the media and the public in four periods of crisis communication: incubation,outbreak,resolution and recovery period.And it further explores the interrelation between the government agenda,the media agenda and the audience agenda.Among them,all the relevant reports of People's Daily,Tianjin Daily and Tonight News Paper are selected as the media agenda.And 14 press conferences of Tianjin Municipal Government and the official government microblog's contents are conducted as the government agenda.The main posts in deep discussion of the bbs.people.com.cn is the audience agenda.It aims to clarify the deviation in the concrete operation of agenda setting for the government and the media,explore the underlying causes of agenda setting deviation,and put forward the corresponding feasible recommendations.The study shows that in “Tanggu explosion in Tianjin” incident,the attribute agenda of the government and the media has a strong interaction at all stages of the crisis communication.The government sets the media agenda while the audience agenda is always in a relatively independent state,even opposite with the media and the government in some of the choice of the attribute agenda,showing a dislocation.The study finds that the causes of “unbalanced communication” phenomenon are multifaceted and complex,including that the new media empowerment enables the public to compete with the government and the media;government,the media and the public have different pursuit of interests.Under the circumstances of damaged government credibility and fulling of false Internet information,the public have doubt about the authoritative discourse.And with complexity of the crisis,as well as the “official” background,the public question constantly,and desire to drive public opinion to force the government to make an explanation,which increases the difficulty for government and media to guide public opinions.This paper holds the view that the most critical reason is that the government and the media do not attach importance to the interests demands and emotional care of the public and pay no attention to public concern,resulting in even more violent public opinion rebound.On the basis of the above research,this paper suggests that in the process of crisis communication,the government and the media should positively respond to public concerns according to public opinions direction,set up agenda to rationally lead public opinion,and seek frequency resonance of them from two aspects of detailed authoritative information and sincere attitude.
