"Human resource management outsourcing" is a new type of management model,which can effectively improve the efficiency of the organization and improve the competitiveness of the organization.In recent years,the government departments for the personnel management system for repeated exploration and practice,in the human resources management contract management system,according to the needs of the establishment of posts,open recruitment,competition posts,a hill job,performance appraisal and other employment system.Some of these departments are also actively trying the latest employment methods,including project hiring,personnel dispatch,etc.,will be the traditional rigid employment system invigorate,engage in new.This change makes the traditional understanding of management functions in the direction of the new human resources development functions,making the "human resources management outsourcing" development prospects laid a good foundation.Human resources outsourcing has been very common in foreign countries,including management business has been in progress and development,and has become an indispensable part of outsourcing.However,in our country,the introduction of the concept of outsourcing is relatively late,the basis of outsourcing development there are still many imperfections in the outsourcing environment there are deficiencies,the level of outsourcing services is very uneven,outsourcing laws and regulations and policy Not yet perfect.In China,human resources outsourcing business has just begun,is currently in the initial stage of exploration,but from the business development situation,the potential is huge.For the government departments,it has a certain role in the positioning,also said that we usually refer to the "public service and public goods providers,social reform and development leaders,social and public resource management agents" This paper introduces the theory of human resource management outsourcing risk in our country.On this basis,it summarizes the risks and characteristics of human resource management outsourcing in China's public sector and analyzes the reasons for the risk.Finally,the author puts forward the corresponding countermeasures for the risks existing in the outsourcing of human resources management in the public sector,and has a certain degree of reference and value for perfecting the outsourcing of human resources management in China's public sector.
