| With the increasing severity of aging in China,the rate of disability and chro nic diseases are increasing.Traditional methods of service delivery have been difficult to meet the needs of the elderly.Therefore,under the dual role of national policy support and market demand,all localities actively explore,forming a variety of institutions-oriented combination of medical and nursing mode.Chengdu city also has formed five kinds of institutional models.But at the same time,due to the lack of government supervision system,the institutional development is more chaotic,especially the part of pension and medical integration.The issues in the vague areas of departmental responsibilities form the blank of supervision,which leads to market chaos and hinders the development of institutions.To this end,this paper uses the content ana lysis method to analyze the current supervision policy texts of the medical-nursing institutions in the civil affairs department,health and family planning department,human resources and social security department of Chengdu.And summarizes the existing problems and causes,so as to improve the regulatory policy recommendations,promoting the development of the medical-nursing institutions and safeguarding the legitimate rights and interests of the elderly.First of all,taking the theory of public interest as the logical starting point,combining the existing research results and the development status of the medical-nursing institutions in Chengdu,the framework of content analysis is constructed from three aspects of supervision idea,supervision content and supervision ways.Secondly,44 policy texts were selected as analysis samples and coded after the reliability test.Finally,the samples were analyzed by Excel and SPSS 23.0.The result of the content analysis shows that the present government supervision shows certain characteristics.Under the guidance of the management-oriented supervision concept,the supervision aim of regulating the market and protecting the rights and interests of the elderly has been formed,and the institution's admittance mechanism has been more comprehensive,and the daily supervision of the pension institutions and medical institutions has been standardized and diversified.However,there are still some problems,such as lagging supervision concept,imperfect supervision content and traditional regulation methods.Therefore,this paper probes into the causes of the problems and puts forward some suggestions of perfecting the government supervision policy of medical-nursing institutions in Chengdu,that is,renewing the supervision idea,perfecting the supervision content and innovating the supervision mode,and providing some reference for the Chengdu City and other cities. |
