In the 1970 s and 1980 s,western countries in the face of fiscal deficits,crisis of confidence,etc.,put their performance into government management,and carried out a series of performance management practices.Western scholars also actively explore the theoretical research of performance management,which greatly promotes the development of government performance practice.In the 1980 s,China began to study the performance management.At present,it is still at the initial stage.However,many local governments have made many useful explorations on the basis of foreign practical experiences,theories and methods,and achieved certain results,formed the unique local characteristics,both self-perfection,the self-development capacity,effective local government performance management mode.The "Decision of the Central Committee of the Communist Party of China on Deepening the Reform of the Party and the State Institutions" adopted at the Third Plenary Session of the 19 th CPC Central Committee clearly stated that responsibility should be clarified,performance management should be strictly enforced and administrative accountability should be strengthened,daily work evaluation should be strengthened,and a sound system for rewards and punishments must be established.Tsingtao is one of the 15 deputy provincial cities and major cities in Shandong Province.Since the end of the 1990 s,it has introduced the management model of the target responsibility system.After more than 10 years of self-development and improvement,it has formed a local characteristics model of government performance management practice.However,many problems exposed in the development of the government performance management in Tsingtao have affected the effective performance of performance management,which should be further studied and improved.This paper adopts literature research method,case analysis and comparative analysis,select the prefectural government--Tsingtao as the research object,on the basis of elaborating the basic concepts in a step-by-step way,with the Goal Management theory,New Management theory and Balanced Scorecard theory,based on the development process of Tsingtao municipal government performance management practice,research its development characteristics from the four aspects of performance management,sum up "fuzzy understanding and system security is not perfect," "supervision is easy to neglect and communicate difficultly"," evaluation system is not perfect "," result utilization and transparency is low ",through the analysis,summarize,learn from the four local governments at home and abroad performance management practices and revelation,explores the optimization measures of Tsingtao government 's performance management from four aspects: "perfecting safeguard mechanism","strengthening monitoring and communication"," perfecting evaluation system" and "strengthening result utilization".In the process of performance management-performance planning,performance monitoring,performance evaluation and performance feedback,the paper is discussed from the four aspects,whether the characteristics of the performance management,the existing problems or the optimization measures of Tsingtao government.
