| With the technology enhancement and social development,how to change science and technology into social productive force to accomplish prosperity in both economy and society has become a major concern.Science and technology achievement transformation is one of the major measures to integrate scientific and social economical development,elevate the nation’s independent scientific and technological innovation capacity and accomplish high tech industrialization.Meanwhile,Science and technology achievement transformation is also the fundament path to boost economy and social development,raise standard of living and strengthen nation’s overall power.Since 2000,with the support of national policies,the scientific achievement in Sichuan has been enriched,patent applications have been increasing steeply,science and technology have been developing soundly and stably.However,due to different reasons,the transformation rate of scientific achievement is still comparatively low,which has not contributed enough to social productivity and economic development.There is still a fair gap between the transformation rate in Sichuan and developed provinces in China.This research aims at discussing how could Sichuan government accelerate science and technology transformation rate from a view in public policies.Based on principles of public polices,this research reveals current functions of Sichuan government in the process of technology transformation in Sichuan province,thus to analyze problems in the procedure of technology transformation.This research also compares the functions and role of Sichuan government in technology transformation process and that of other governments in developed provinces in China,as well as developed countries,and finds out disadvantages Sichuan has in a comparison to Jiangsu,Zhejiang,Chongqing and other areas.Through analyses and comparison to the governments roles in other developed provinces,this research concludes the following suggestions to the government to improve government roles in technology transformation.These include: increase capital input;activate enterprise efficiency and models for technology transformation;elevate cooperation of production,education and research;refine human resource management;build up intermediate mechanism,increase transformation efficiency;develop evaluation system and enhance positive spirits of research talents. |
